Purpose
The Safety and Security Committee for a state Republican convention is responsible for planning and implementing measures to ensure the safety of all attendees, including delegates, alternates, guests, VIPs, and staff, while protecting the convention’s facilities and operations. Its objective is to create a secure environment that allows the convention to proceed without disruptions, addressing potential risks ranging from medical emergencies to security threats.
Objective
The primary objective of the Safety and Security Committee is to develop and execute a comprehensive safety and security plan that safeguards participants, complies with legal and party requirements, and minimizes risks, ensuring the convention operates smoothly and confidently.
Goals
- Assess and Mitigate Risks: Identify potential safety and security risks, such as medical emergencies, crowd control issues, protests, or external threats, and develop strategies to prevent or address them.
- Ensure Physical Safety: Implement measures to protect attendees and facilities, including secure entry points, emergency exits, fire safety protocols, and first aid availability.
- Coordinate with Authorities: Collaborate with local law enforcement, fire departments, and emergency services to establish security protocols, obtain permits, and ensure rapid response capabilities if needed.
- Manage Access Control: Oversee credential verification and entry procedures, working with the Credentialing Committee to ensure only authorized individuals access the convention venue or restricted areas.
- Provide Medical Support: Arrange for on-site medical personnel or first aid stations to handle health emergencies, such as injuries, illnesses, or heat-related issues, especially for large gatherings.
- Plan for Emergencies: Develop and communicate emergency response plans, including evacuation routes, shelter-in-place procedures, and communication protocols, to prepare for incidents like natural disasters or security breaches.
- Maintain Order and Crowd Control: Deploy security personnel or volunteers to manage crowds, direct traffic, and prevent disruptions during high-traffic periods, such as registration or keynote speeches.
- Protect VIPs and Speakers: Arrange specialized security for high-profile attendees, such as elected officials or keynote speakers, including escorts, secure transportation, or private entrances.
- Ensure Compliance with Regulations: Adhere to local, state, and federal safety regulations, including fire codes, occupancy limits, and health protocols (e.g., if infectious disease measures are required).
- Train and Communicate: Train volunteers, staff, and security personnel on safety and security procedures, and inform attendees about protocols, such as emergency exits or reporting suspicious activity, to promote awareness and preparedness.
