Purpose

The Resolutions Committee for a state Republican convention is responsible for drafting, reviewing, and recommending resolutions—formal statements or positions on policy, party principles, or issues—to be considered and potentially adopted by the convention delegates. Its objective is to ensure that resolutions reflect the party’s values, priorities, and strategic goals while fostering unity and clarity within the party.

Objective

The primary objective of the Resolutions Committee is to facilitate the creation and presentation of well-crafted resolutions that articulate the state Republican Party’s stance on key issues, guide its platform, or influence public policy, ensuring they are clear, relevant, and aligned with party principles.

Goals

  • Draft and Refine Resolutions: Develop or refine proposed resolutions that address pressing issues, such as policy positions (e.g., taxes, education, Second Amendment), party priorities, or endorsements of specific actions. Ensure resolutions are concise, actionable, and consistent with Republican values.
  • Solicit and Incorporate Input: Gather resolution proposals from party members, local chapters, or delegates. Encourage broad participation to reflect diverse perspectives within the party while maintaining ideological coherence.
  • Ensure Alignment with Party Principles: Verify that resolutions align with the state party’s bylaws, platform, and the broader Republican National Committee (RNC) framework. Avoid resolutions that conflict with established party positions or legal constraints.
  • Prioritize Relevance and Impact: Evaluate proposed resolutions for timeliness, significance, and potential to influence policy, party strategy, or public opinion. Focus on issues that resonate with the party’s base and advance its electoral or legislative goals.
  • Streamline for Adoption: Consolidate similar resolutions, eliminate redundancies, and clarify language to make resolutions easier for delegates to understand and vote on. Recommend which resolutions should be prioritized for debate.
  • Promote Unity and Avoid Division: Craft resolutions that unify the party by focusing on shared values and goals, while avoiding overly controversial or divisive topics that could fracture the party’s coalition.
  • Present Resolutions to the Convention: Prepare a report or package of recommended resolutions for delegate consideration. Be ready to explain the rationale behind each resolution and address questions or amendments during the convention.
  • Facilitate Fair Debate: Establish guidelines for how resolutions will be debated and voted on, working with the Rules Committee to ensure a smooth process. This may include setting time limits for discussion or criteria for amendments.

Typical Tasks

  • Collect resolution proposals from party members or committees before the convention.
  • Review submissions for clarity, feasibility, and alignment with party goals.
  • Hold committee meetings to debate and revise resolutions.
  • Categorize resolutions (e.g., policy, commendations, internal party matters).
  • Draft a final report summarizing recommended resolutions and their intent.
  • Present resolutions to the convention, often with a spokesperson defending their adoption.

What the Committee DOES NOT Do

The committee does not adopt policy on its own. Its role is advisory and preparatory — ensuring that resolutions brought before the convention are clear, relevant, and ready for informed debate and final action by the delegates. Ultimately, the full body of delegates retains the authority to adopt, amend, or reject any resolution presented.

Resolutions will be accepted thru June 5, 2026.  No resolutions will be accepted after June 5th.
